BRUNEIANISATION PROGRAMME


It is the aspiration of the Government of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam to see the involvement of Bruneians in all aspects of the oil and gas industry.

The Bruneianisation Programme began when BST initially assisted the Jefri Bolkiah College of Engineering in providing seatime training for its Marine cadets onboard the B-class vessels in 1990, in which three of them joined BST as Engineering Officers. It was in 1999, following the direction of the BST board, was the programme seriously considered and accelerated further. This led to the commencement of cadet training at the Warsash Maritime Academy, United Kingdom in 2000.

A Bruneianisation Working Group (BWG) committee was formed to oversee the implementation of the Programme and held their first meeting in 1997. These meetings are held on frequent intervals on an annual basis, to monitor the progress of the Programme. The committee comprises of representatives from BST, BGC, their shareholders and the Ship Management and, is chaired by the Petroleum Unit.

In 2002, the Programme was further expanded to include the recruitment of Ratings, covering the positions of Machinist, Deck and Catering.

Nationwide rigorous recruitment campaigns to attract more Bruneians in the seafaring profession receive overwhelming responses for both cadets and ratings employment.

Over the two years since the provision of services to BST, we have achieved a total of nine 2nd Officers and thirteen 3rd Engineers, sixteen 3rd Officers and seventeen 4th Engineers who are well on their way to successful progressions to the ranks that follow.

To date, three of our BST officers are holders of the Best National Vocational Qualification (NVQ) Portfolio Award for the years of 2003, 2004 and 2007. This is an award of excellence recognised and presented to the best portfolio for the duration of their cadetship at the Warsash Maritime Academy.

As of July 2007, s.s. Abadi was effectively fully manned by Bruneian Ratings. The Bruneianisation Programme targeted that by the end of 2007, 5 of the LNG vessels are to be fully manned by Bruneian Ratings.

To date, there are 324 Bruneians who are currently in full-time employment with BST, serving in all areas of the ship’s activities. This number is steadily increasing, attributed to the attractive remuneration package and contributory factors such as the provisions of Halal food and prayer rooms available onboard.

The Company acknowledges the importance of the continuous developments of skills and competence for all ranks. All BST personnel are sent to the relevant training courses that forms a vital part of their progression. These courses would include for Officers; progressional Tickets followed by the Certificate of Competency and for all; leadership and management, refresher and further developmental courses.

Four of our Officers have been sent for work attachments; one to the Shell International Trading and Shipping Company Ltd (STASCo) headquarters in the United Kingdom and, three to its office in Japan; International Marine Representative (IMR) to enhance their knowledge on the shipping and manning aspects within the Oil & Gas industry.

All training provided to the crew is in compliance to the standards as per International Maritime Regulations (IMO).
